This Invitation for Expression of Interest follows the General Procurement Notice for this Project that appeared in United Nations Development Business issue No. 775 of 31st May 2010.
The Government of the United Republic of Tanzania has received financing from the International Development Association (IDA) towards the cost of Sustainable Management of Mineral Resources Project (SMMRP) and it intends to apply part of the proceeds of this credit to cover eligible payments for consulting services for preparation and coordinating a Communication Program for Project.
The Communication Program shall be an integral part of the SMMRP implementation strategy and a tool for creating awareness, inducing behavioural change among Artisanal Small-scale Miners (ASM) and for building support of relevant stakeholders in monitoring and evaluation processes. It is anticipated that at a later stage, the developed strategy shall complement and further goals of the existing communication strategy at the Ministry ofEnergy and Minerals, with the goal of engaging and involving different stakeholders including the general public, civil societies, media, mining related businesses and investor for the purpose of optimizing the potential of the mining sector through two-way communication approach.
The Ministry of Energy and Minerals now invites eligible consulting firms to indicate their interest in preparation and coordinating a Communication Program for SMMRP. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications and opportunity of executing the assignment competently.
A consultant will be selected in accordance with the Quality and Cost Based Selection(QCBS) procedures as set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1999, revised May 2004, October 2006, May 2010 and January 2011.
This assignment is being re-advertised hence the consulting firms that expressed their interests previously should only submit a simple letter indicating that they are still interested for the services instead of submitting a complete set of the Expression of Interest (EOI).
The Expressions of Interest, in plain, sealed envelopes and marked “Expression of Interest – Provision of Consulting Services for Preparation and Coordinating the Communication Program for SMMRP [ME/008/SMMRP/C/08]”; should be submitted in one (1) original and three (3) copies to the address below.
Interested consultants may obtain further information at the address below during office hours from 0900 to 1500 hours East African Time, Monday to Friday (excluding the public holidays).
The Expression of Interest (EOI) must be delivered to the address below on or before Friday, 17th June 2011 at 1000 hours East African Time.
